Arturo Vasquez Tovar, 22, arrived on Jan. 12 at the Colombia Solidarity International Bridge. A CBP officer processing vehicle traffic referred Vasquez Tovar, a U.S. citizen, to secondary inspection. Biometric verification through law enforcement databases confirmed that he had an outstanding warrant for sexual assault of a child, a first-degree felony, out of the Dallas County Sheriff’s Office in Dallas.
