The Tompkins County Health Department is alerting the community to the easing of pandemic-related restrictions in New York State and the ongoing local efforts related to enforcing State guidance. Tompkins County continues to be a leader in New York State for both high vaccination rates and low infection rates, TCHD continues to urge the community to closely follow public health guidance related to the easing of restrictions and to get vaccinated when you are able. Â
New York State has announced that effective May 19, most business capacity restrictions will be based solely on 6 feet social distancing requirements.  Percentage-based capacity restrictions will be removed for most commercial settings, including retail, food services, gyms and fitness centers, amusement and family entertainment, hair salons, barber shops,  other personal care services, and houses of worship, among other settings. Â
Jeffrey Skinner, 44, of Groton, pleaded guilty to vehicular manslaughter in the first degree, two counts of driving while intoxicated and leaving the scene of a personal injury incident without reporting. He also waived his right to appeal.
Skinner admitted to operating a vehicle while intoxicated on May 3, 2020 in Groton, causing the death of Jerrie Gavalchin, 64, also of Groton. Gavalchin, a professor at Cornell University, had been walking her bicycle along the fog line of Lick Street when the defendant struck her with his vehicle, causing fatal injuries. Skinner also admitted to leaving the scene without calling 911.Â
The maximum possible sentence is a term of five to 15 years in New York State prison.Â
A 44-year-old Groton man pleaded guilty in Tompkins County Court Thursday to felony first-degree vehicular manslaughter, two counts of felony driving while intoxicated and felony leaving the scene of a personal injury incident without reporting all charges which stemmed from the May 2020 crash that resulted in the death of 64-year-old Cornell Professor Jerrie Gavalchin, of Groton.
Gavalchin was walking her bicycle along the fog line of Lick Street in Groton when Jeffrey Skinner struck her with his vehicle, causing her to suffer fatal injuries. Skinner admitted to leaving the scene of the accident without calling 911.
The maximum possible sentence for Skinner is five to 15 years in prison.

Alderperson Graham Kerslick asked if the city anticipated hearing back from the state about the passed recommendations before approving this money, and asked for clarification about what exactly the roles of the employees will be.Â
âWe have not gotten follow up from the state, and we donât expect much,â Mayor Svante Myrick said. âItâs important we get moving and demonstrate to the community that weâre willing to invest.â
Myrick added that the CJC would be based loosely on the Emergency Operations Center model the county uses. The project manager would be the director of the CJC, while the data analyst would focus on data and collection. Together they would work with the Ithaca Police Department, Tompkins County Sheriffâs Office, Common Council and County Legislature to establish the framework for implementation of the approved recommendations, as well as identify and facilitate the next steps for commu
