A Guthrie City Council member was served an indictment Tuesday evening on charges of second-degree forgery and wrongful registration.
The indictment stated 42-year-old Doreen Lynch lied on the paperwork she completed to file for the city council seat. It added Lynch signed documents declaring she possessed all of the constitutional and statutory requirements to take the seat.
After an investigation by the Kentucky Attorney General’s Office, it was determined Lynch had been convicted of evading arrest in Montgomery County, Tennessee, on October 20, 2000.
Reports indicated the investigation began after former councilman Chad Johnson filed a formal complaint with the Todd County Board of Elections after losing his seat in the 2020 General Election.

Guthrie City Councilmember Doreen Lynch has been served with a Todd County Grand Jury indictment for alleged forgery.
As previously reported, The 42-year old Lynch reportedly asserted she was not a convicted felon when she filed her papers to run for council in 2020 and Commonwealth’s Attorney Neil Kerr says investigation by the Kentucky Attorney General’s Office determined she had been previously convicted of evading arrest in Tennessee, which is a Class E felony.
Lynch is charged with second-degree forgery and wrongful registration both Class D felonies.
She was served by the Todd County Sheriff’s Department with a criminal summons Tuesday night, requiring her to appear in Todd Circuit Court for arraignment on May 5.
