What is the 287(g) program?
The 287(g) program is part of the U.S. Immigration and Customs Enforcement’s toolbox. It delegates some federal immigration authority to local law enforcement.
It has never been popular with law enforcement agencies, partly because it comes with no resources or funding. Under the program, sheriff’s deputies receive federal training so they can determine a detainee’s immigration status. They also have the power to initiate deportation proceedings.
Knox County is one of just 72 local agencies in the country with what it calls a “Jail Enforcement Model” agreement, according to ICE. Seventy-six agencies have less intensive “Warrant Services Officer” agreements. Greene County is the only other jurisdiction in Tennessee that uses the Jail Enforcement Model.

Authorities announced Monday they had arrested two teenage boys in the fatal shooting of Freeman. The two teens, ages 14 and 16, face charges of first-degree murder, said Knox County District Attorney General Charme Allen. Knox News is not identifying the suspects because the newspaper typically does not identify juveniles accused of crimes. He was on a path to fulfill so many hopes and dreams, Freeman s grandmother Darlene Ngom said in a statement Tuesday afternoon. A Knox County detective had his unmarked police car stolen from him early Wednesday morning, leading to a police chase and an eventual arrest.
Detective Jim Shipley of the Knox County Sheriff s Office approached a man he saw carrying several items across a parking lot of a closed business on Cross Park Drive shortly after midnight, according to an arrest warrant.
The man, Darrell Cooper, had an outstanding warrant for theft.
Cooper ran toward Shipley s unmarked Dodge Charger cruiser when the detective approached him. The vehicle was running at the time, sheriff s office spokeswoman Kimberly Glenn told Knox News.
The two got in an altercation as Cooper attempted to drive away, dragging the detective beside the cruiser, according to the warrant. Glenn said the vehicle was disabled a short time later, and the suspect was taken into custody without incident.

Brown’s family was forced out of their home before it was acquired and torn down by the city in the late 1960s as part of the sweeping urban removal program that displaced thousands, mostly for civic projects and new infrastructure. After the site sat vacant for nearly two decades, the city built the park, dedicated to local Black physicians, where his family home once stood.
Those memories fill Brown’s mind, but the former interim mayor and two-term city councilman pays them little attention. He told Knox News recently he’s just happy action is being taken to right the wrong. It’s a great step in the right direction, he said.
