The lawsuit, filed by the Whidbey Environmental Action Network, claims that the decision by the Washington Parks and Recreation Commission violates the state Environmental Policy Act. The commission voted 4-3 in January to allow the Navy to use some state parks for the military training, with mitigation requirements specific to each park.
