Amidst a tsunami of demand for medical oxygen, equipment and medicines as India battles a deadly second wave of Covid-19, over 40 nations have offered to assist the domestic effort.
As cases spiral, the government faces a herculean challenge in the form of providing an adequate supply of oxygen, equipment and medicines and ensuring the allocation of resources to those who need them the most.
Mobilisation of Resources
While Indian envoys abroad have been tasked with scouting and acquiring all that is urgently needed in India, the bureaucratic machinery at home is working to handle the foreign reinforcements and domestic procurements. The current mobilisation involving the mapping of locations where supplies are urgently needed is being steered by empowered groups or panels.
Union Home Secretary Ajay Bhalla on Sunday wrote to Chief Secretaries of all states, asking them to prohibit oxygen supply for industrial use, except the specified exempted industries, amid reports of acute shortages in hospitals. As India reports massive spikes day after day during the second wave, hospitals and health systems are increasingly coming under pressure and many states are reporting shortages in medical infrastructure, particulary oxygen. Keeping in view the rapid surge in cases especially in high-burden states, empowered group has recommended to prohibit the supply of oxygen for industrial purposes with the exception of nine specified industries from April 22 and the union government has accepted the decision, Bhalla said in his letter to Chief Secretaries.

To enhance coal production and reduce imports, Coal India Ltd (CIL) has identified 15 new projects with a capacity to produce 160 million tpy. CIL aims to achieve 1 billion t of coal production by 2023 – 2024.
“The focus of the government is on increasing domestic production of coal and to achieve these targets through the allocation of more coal blocks, pursuing with the state government for assistance in land acquisition and co-ordinated efforts with railways for movement of coal […] 15 greenfield projects identified with a capacity of about 160 million tpy to be operated by mine developer cum operator mode,” Coal and Mines Minister, Pralhad Joshi, told Lok Sabha.
