TACOMA, Wash. The Tacoma City Council received a brief update on the administrative review and communication plan related to the three officers charged in the death of Manuel Ellis during a special meeting Tuesday.
Ellis, a 33-year-old Black man, died in handcuffs while being restrained by Tacoma police on March 3, 2020.
Christopher Burbank and Matthew Collins are charged with second-degree murder, and Timothy Rankine is charged with first-degree manslaughter. All three officers appeared separately before a judge in Pierce County Superior Court Friday and plead not guilty to their respective charges.

Three Tacoma police officers face felony charges ranging from manslaughter to murder from Washington Attorney General Bob Ferguson for their alleged killing of Tacoma resident Manuel Ellis.
On March 3, 2020, Ellis died while being detained by two Tacoma Police officers on his way home from church. According to a report by the Washington State Patrol (WSP), Ellis conversed with officers Christopher Burbank and Matthew Collins, who were stopped at a red light in their patrol car.
Based on testimony and eyewitnesses at the scene, Burbank knocked Ellis to the ground after swinging open his passenger door. The two officers allegedly struck Ellis multiple times, pinning him to the ground as Collins wrapped an arm around Ellis neck. Washington State Attorney General Bob Ferguson filed felony charges in Pierce County Superior Court on Thursday against three officers with the Tacoma Police Department. Two of the officers, Christopher Burbank and Matthew Collins, who are both white, were charged with second-degree murder while the third, Timothy Rankine, who is Asian, was charged with first-degree manslaughter. All three were in custody by Thursday evening and were scheduled to be arraigned Friday morning. ABC News has reached out to their attorneys for comment.
