Rodney Kirk Bryant, 68, faces charges of first-degree bias crime, unlawful use of a weapon and menacing. Deputies say Bryant came out of his house and stood in the street, blocking the way of a FedEx vehicle delivering packages in the area of Southwest Cascadia Court and 188th Avenue just before 1 p.m. Sunday.
