WASHINGTON President-elect Joseph R. Biden Jr. has chosen Brenda Mallory, an environmental lawyer who spent more than 15 years working in the federal government under both Republican and Democratic presidents, to lead the Council on Environmental Quality, according to two people close to the Biden transition team.

Supporters, detractors grade Regan’s performance as NC DEQ secretary
A few days before state lawmakers confirmed Michael Regan as Secretary of the Environment in 2017, he appeared in Mebane, where he spoke to the West End Revitalization Association and other environmental justice advocates. In his speech, Regan tried to assure communities of color that they would now have an ally in the upper reaches of state government, which had long been off-limits to them.

Regan spent nearly a decade working under two presidents at the EPA and is now the secretary of North Carolina’s Department of Environmental Quality.
The deliberations come as Biden nears final decisions on a slate of nominees to lead key environment and energy posts, a list that may include former EPA chief Gina McCarthy and environmental lawyer Brenda Mallory. The president-elect has been meeting with transition team officials in Delaware this weekend.

Biden has tapped Jennifer Granholm, the former governor of Michigan, to lead the Energy Department, and Obama-era Environmental Protection Agency Administrator Gina McCarthy to run a new White House office on climate change, according to several people familiar with the matter. He has also has set his sights on Representative Deb Haaland of New Mexico to be interior secretary, a role that would make the Laguna Pueblo the first Native American cabinet secretary in American history.
