COLONIE – On a chilly November day last year, New York Gov. Andrew Cuomo climbed into Franklin D. Roosevelt s 1932 Packard and took it for a spin.
Cuomo had the vintage car restored two years earlier so he could drive it to mark special occasions. And this, by the governor s estimation, was a special occasion: The opening of Exit 3 on Interstate 87 near Albany, a project that suffered through decades of fits and starts before he took office. This one is personal to me, the governor said that day.
Cuomo held three separate events last year to mark the progress of Exit 3, a new highway ramp and overpass that grants drivers easy access to Albany International Airport. He touted it as a metaphor for governmental and economic progress.

DHS Urges DC Circ. To Rebuff Tribes Bid To Stop Border Wall
Law360 (December 15, 2020, 8:31 PM EST) The U.S. Department of Homeland Security has urged the D.C. Circuit to reject a bid by several tribes to stop construction on President Donald Trump s border wall in California, saying the evidence doesn t back the tribes claims the project will damage sacred sites.
Four bands of the Kumeyaay Nation, which are all federally recognized tribal entities, asked the circuit court in late November to overturn a lower court s denial of an injunction to halt construction of the wall along the California-Mexico border, an area they said includes ancient villages, burial grounds and other sacred spots protected by the National Historic Preservation Act.

A California federal court recently ruled against the environmental group Center for Biological Diversity in a lawsuit challenging the way a habitat conservation plan would affect the California condor in the area where Tejon Ranch Co. plans to develop residential and commercial projects.
Tejon Ranch Co. is planning to expand development across 270,000 acres of land in Los Angeles and Kern counties known as the Tejon Ranch, north of the Santa Clarita Valley. Among those developments is the approved Centennial Project, which calls for 19,000 homes in L.A. County, near the Kern County line.
About 128,000 acres within the private property are designated as critical habitat for the condor because the area serves as important foraging habitat, though the condor does not nest there.
Review deadline changed for Arizona mining project

PHOENIX The U.S. Forest Service has moved the deadline up to complete its review of the Resolution Copper mine east of Phoenix to the end of the year, accelerating the project before President Donald Trump leaves office.
The Tonto National Forest, where the mine would be located, must now submit a final environmental impact statement by Dec. 31, The Arizona Republic reported. The final document was previously expected in 2021 or 2022.
A final review document sets the clock ticking for the land swap and the Forest Service has said the exchange will be finalized no more than 60 days after the release of the final statement.
