A man and woman are in custody after a barricade situation led to the discovery of a woman being kept in a cage in the Franklinton area.
Police were called to the Garden Heights Apartments located in the 1400 block of West Rich Street around 1:30 a.m. on Wednesday on a report of two women being kidnapped in the area.
A victim was able to escape the apartment and told police that another victim was still in the apartment and in a dog cage.

COLUMBUS, Ohio A man and woman are facing criminal charges after police say they kidnapped two women, keeping them in a dog cage in their apartment.
Jerrell Smoot, 20, is being held in the Franklin County Jail on two counts of kidnapping and two counts of rape, ABC 6 reports. Suriedia Florida-Hinds is charged with kidnapping.
Police were called to the Garden Heights Apartments at about 1:30 a.m. Wednesday, WBNS Channel 10 reports. A woman who managed to escape from Smoot and Florida-Hinds told police that she had been kidnapped and that another woman was still being held in a cage in the apartment.
