Interim Chief Susan Manheimer held the city’s top law enforcement job during a turbulent 10-month period, in which she maneuvered between residents demanding faster responses to 911 calls, activists pressing to defund the department and politicians with competing agendas. “It was a continuous and evolving string of challenges that built upon one another,” Manheimer said Friday morning, speaking on the phone from the parking garage of the Police Administration building.
