Africa Neglect Could Define Joe Biden s Foreign Policy Legacy

Biden entered office with greater foreign policy credentials than any president since George H. W. Bush. His team may believe they can be proactive in shaping his priorities although already their approach appears scattershot. Certainly, fast-tracking Iran talks is one top priority, and addressing growing Chinese aggression is another. Biden made a change in immigration policy a priority on the first day of his administration. The administration has also promised to be on top of challenges emanating from North Korea, Russia, or Turkey. Former Secretary of State John Kerry’s appointment suggests greater engagement on issues surrounding climate change.  Short of a Chinese invasion of Taiwan or a Russian test of American and NATO resolve in the Baltics, much of existing Biden emphasis comes down to posturing or managing. The true challenge to Biden’s foreign policy legacy may come from a direction his State Department largely ignores: Africa.

February 18 - 2021 KHARTOUM Ethiopia s former Minister of Foreign Affairs Gedu Andargachew met Sudan s ambassador to Ethiopia Jamal El Sheikh in August 2020 (social media) Sudan summoned its ambassador to Ethiopia, Jamal El Sheikh, yesterday for a consultation on issues between Khartoum and Addis Ababa, including border demarcation matters. The Minister of Foreign Affairs also discussed matters concerning the Grand Ethiopian Renaissance Dam (GERD) in a meeting with the Saudi Minister of State for African Affairs. The Minister of Foreign Affairs, Maryam El Sadig El Mahdi, said that Ethiopia s allegations that Sudanese armed forces invaded Ethiopia’s territory are untrue and contradict the agreements signed by the two countries. She also stressed that the re-demarcation of the border cannot be postponed.

These forces have armed themselves and stood to make Ethiopia small nations. We on the contrary are telling them that we will build big agro-industries. We shall see which idea will be the winner through time,” Prime Minister Abiy Ahmed said on Sunday morning at the inauguration of Bure Integrated Agroindustry Park in Ahmhara Region of Ethiopia.
