Norwich s busy outer ring road could get almost £440,000 of improvements for cyclists and pedestrians, but councillors say it could come at the expense of the elderly and vulnerable.
Several proposals have been suggested for the Boundary Road area of Norwich, including new paths and road surfacing works, but also the removal of a pelican crossing on Boundary Avenue. They have said that only 80 people use that crossing a day and the proposal is that a crossing is put further up the road, said conservative councillor, Shelagh Gurney.

Mrs Justice Lang criticised the letter County Hall sent to South Norfolk Council.
She said: The way in which the response letter was drafted gave the impression that the highway authority did not object to the access proposals because a roundabout was “considered safe and correct for this location”. However, although the roundabout proposal was technically acceptable, there were significant objections from officers to a new junction because the A140 is a route of strategic importance, defined as a corridor of movement and part of the Major Road Network. The letter did not refer at all to the advice from officers that the access road was contrary to policy.

Mr Spratt, who took just over 65pc of the vote in West Depwade in 2017, said: I m going to stand as an independent and I ve been overwhelmed with support since word of that got out there. I m still a paid up member of the Conservative party, but they decided not to pick me for the election.

Andrew Proctor, leader of Norfolk County Council and of the Conservative group, said Mr Spratt had been suspended, pending a decision on whether or not he would be permitted to remain with the group prior to the election.
