Economic Reactivation Needs Productive, Fiscal and Institutional Structural Reforms to Move Towards an Inclusive and Sustainable
A special issue of the CEPAL Review on COVID-19’s economic and social effects in the region was presented during a webinar led by Alicia Bárcena, the organization’s Executive Secretary.
The region of Latin America and the Caribbean has been the most affected by the COVID-19 pandemic, and the most harmed in economic and social terms. This is due to longstanding structural factors that have portended its dysfunctional development pattern. That is why the economic reactivation must pursue, at the same time, significant productive, fiscal and institutional structural reforms, in order to move forward on configuring a new, inclusive and sustainable development pattern.
Pioneering an inclusive approach to priority setting in crop improvement

The processes for breeding programs to set priorities are variable. The most developed approaches focus on ex-ante evaluations and economic projections of impact. At the Feed the Future Innovation Lab for Crop Improvement, we want to do more: How do we bake in a central focus on social impact youth employment, climate change resilience, nutrition, gender equality, amongst others that are inherently intertwined with any part of the food system?
The Innovation Lab, housed in the College of Agriculture and Life Sciences’ Department of Global Development, is at the forefront of the global conversation about how breeding priorities fit alongside power, politics and long-term impact.

Human behavior must be factored into climate change analyses
A new Cornell-led study examines how temperature affects fishing behavior and catches among inland fisher households in Cambodia, with important implications for understanding climate change.
The research, which used household surveys, temperature data and statistical models, revealed that when temperatures rise, people fish less often. At the same time, the study’s authors indirectly found that stocks of fish and other aquatic foods also rise with temperatures, leading to slightly larger catches each time peopled fished. Without careful analysis, it would appear that overall fish catches appear unchanged annually, when in fact, more nuanced dynamics are at play.
