The suspects were allegedly working with Groblersdal cops who used state vehicle fuel cards for their own benefit.
Five police officers were arrested on Monday for the alleged fraud.
It is alleged the suspects would even swipe for motorists who were paying cash at the filling station.
Four more suspects were arrested by the Hawks Serious Corruption Investigation Unit during its probe into alleged fraud and theft of police fuel cards.
According to Hawks spokesperson Captain Matimba Maluleke, the suspects, aged 30 and 51, were arrested in Groblersdal, Limpopo, on Tuesday.
Maluleke said the suspects included two petrol attendants and two cashiers from a local filling station who allegedly worked with Groblersdal police officers to refuel their private vehicles and purchase unauthorised items with the cards.

The Thursday raid was confirmed by Hawks national spokesperson Colonel Katlego Mogale.
Mogale said: “The team confiscated documents and electronic equipment which contains information to further the investigation. The allegations are that supply chain processes were flouted by [the] supply chain manager with 18 service providers in the procurement of food vouchers for Covid-19. Investigation continues.”
Buffalo City Metro spokesperson Samkelo Ngwenya also confirmed the raid.
