In a tweet, Lorenzana said: “Sa UP mayroon silang ala-demilitarized zone (In UP, they have a demilitarized zone). Military can’t enter without coordination. What makes UP so special? Nasa Korean border ba kayo? CLOY is life na ba? (Are you in the Korean border? CLOY is life?)”
Lorenzana made the remark after he sent a letter to UP President Danilo Concepcion last January 15, informing the latter of his decision to abrogate the Department of National Defense (DND)-UP Accord of 1989 which prohibits the entry of state forces inside the University premises without prior coordination.
The accord was unilaterally terminated by Lorenzana as part of the government’s crackdown on communist rebels. He said the UP has already become a “hotbed” of communist recruiters and a “safe haven” for the enemies of the State, particularly the Communist Party of the Philippines-New Peopel’s Army (CPP-NPA).

The League of Filipino Students (LFS) denounced on Tuesday the unilateral termination of the 1989agreement signed between the Department of National Defense (DND) and the University of the Philippines (UP), which prohibits state security forces from entering the campus premises without prior notice to the school administration.

In a letter addressed to UP President Danilo Concepcion, Defense Secretary Delfin Lorenzana said that the Department of National Defense finds the 1989 accord “as a hindrance in providing effective security, safety & welfare of the students, faculty,and employees of UP.”
LFS National Spokesperson Carwyn Candila said the defense secretary “cannot claim concern when he’s part of the very institution that puts the youth’s lives in danger.”

Dialogues, not suppression, win hearts and minds: Pangilinan
SENATOR Francis Kiko Pangilinan on Tuesday joined students and fellow alumni of the University of the Philippines in opposing the unilateral termination of the agreement between UP and the Department of National Defense that limits the presence of security forces in the former s campuses.
Pangilinan, who was UP University Student Council chairman in 1986, filed Senate Resolution 616, which also calls for a dialogue between the two parties. Dialogues, not suppression, win hearts and minds. And with the woke among the youth, lalong pinipigil, lalong nanggigigil, he said.
