North Dakota legislators are sending a message to professors and academic researchers around the nation: If you come here, politicians can run roughshod over your academic freedom.
It’s a chilling message and a giant step backwards. It will hamper the North Dakota University System’s ability to attract and retain top-flight teachers and researchers. That’s not helpful for a state that ranks near the bottom in innovation, driven in large part by research and development.

BISMARCK The North Dakota House of Representatives on Wednesday, April 7, approved a bill that would punish state universities that partner with groups that promote or perform abortions.
Under Senate Bill 2030, almost $3 million in state funding could be withheld from state universities that form such partnerships and faculty or staff involved could face a Class B misdemeanor charge that carries a maximum penalty of 30 days in jail and a $1,500 fine.
