Groups repeat call to decriminalise attempted suicide

PETALING JAYA: Several groups have renewed their call for Section 309 of the Penal Code, which makes attempted suicide a crime, to be repealed as well as charges against those who have survived suicide attempts be dropped. They also asked that an immediate moratorium be imposed against the move to punish suicide survivors under the law. Datuk Dr Venugopal Balchand, who is decriminalisation focus group chairman of the National Coalition of Mental Wellbeing (NCMW) initiated by Rotary Malaysia, said an urgent repeal is timely as suicide rates have “skyrocketed” amid the pandemic. “It is not an issue of crime; victims should not be hauled up to the police or remanded. They should be sent to a medical institution.

KUALA LUMPUR, July 7 ― Studies done by the Medical Research Institute (IMR) have found that two self-test devices (Rapid Antigen test) that use saliva for Covid-19 screening, have sensitivity levels of above 90 per cent. Health director-general Tan Sri Dr Noor Hisham Abdullah said the studies conducted by IMR had been completed and that the details on the guidelines for the use of the self-test kits were expected to be ready next week.

The last time the country had more than 7,000 new cases in a day was on June 5. In his daily Covid-19 statement, Health director-general Tan Sri Dr Noor Hisham Abdullah said the country’s cumulative tally of cases was now 792,693. The Klang Valley contributed to more than 60% of Malaysia’s cases yesterday. Selangor had 3,260 cases, while Kuala Lumpur had 1,550 and Putrajaya had 33. More than half of Selangor’s cases were from close contacts of Covid-19 patients (1,981 cases), while the rest were sporadic (31%), cluster-related (7%) and imported (one case).

The main reason is that the four-phase National Recovery Plan (NRP) has vaccination rates as one of three key indicators (combined with daily case numbers and intensive care bed utilisation) for transition to subsequent phases. Phase Three of the NRP is when the situation becomes as close to normal as possible. To get to this phase, we need at least 40% of the population to be vaccinated.
