Police found a range of items in his car, including weapons, drug paraphernalia, multiple cellphones and $5680 cash, before taking him to the Palmerston North police station. They found 2.8g of meth in a bag in his top pocket when he was searched at the station. He was taken to Manawatū Prison in a van with three others after a court appearance, where officers conducting a strip search found a 3g bag of meth. He was placed in a cell on his own overnight, with nothing remarkable noticed until a prison officer smelt a burning chemical odour on Christmas morning. The officer saw a plastic bag sticking out of Tregoweth’s underwear, leading to multiple officers holding down an incompliant Tregoweth while he was searched.
Brown was breaching her learner’s licence, which she had held for nine years, by not having a fully licenced driver in the passenger seat and having no L-plates displayed. She saw the light of Bell’s approaching motorcycle, but thought she had enough time to cross. She did not, and the motorcycle hit the side of her car. The force ripped the front wheel and steering from the motorcycle, while Bell was thrown up to 30 metres. He died later that afternoon in hospital. Jane said her and Bell’s daughter, aged 5 months at the time of the crash, would have few photos and memories to remember her father by.
The woman he offended against said she wanted to make sure people knew of Haley’s presence in the community, especially so they could keep children safe from him. “From what I can see over the years, he hasn t changed,” she said. “He’s still exactly the same as when he went in [jail]. That s my opinion.” The woman, who cannot be named for legal reasons, said she had strong support from her partner, family and wider public, and was doing well. “I’m learning how to live my life for myself again. He hasn’t broken me.” At a hearing in early 2018, the Parole Board heard how Haley had written a letter to the victim s mother. He told the board he did so because there was nastiness on both sides when his case was heard in the Palmerston North District Court.
