There’s a lot to unwrap in the Regional Law Enforcement Coordinating Committee (RLECC) of the Cordillera Administrative Region (CAR) Resolution No. 04 directing the conduct of Oplan Tokhang-style operations against “left leaning personalities in the government, media, and other entities.”
Legal experts from the National Union of Peoples’ Lawyers have sounded the alarm, calling it “patently illegal and unconstitutional.”
The NUPL says it profiles “left-leaning personalities” as “supporters” or “active members of CPP-NPA-NDF” or any of its “front organizations.” In other words, “a brazen act of red-tagging that threatens the right to life, liberty, and security of these individuals.”

Updated February 25, 2021 1:10pm Two progressive lawmakers on Thursday condemned the resolution in the Cordillera region that seeks to enforce a Tokhang-style campaign against left-leaning individuals and organizations, as part of the efforts against insurgency. Bayan Muna Representatives Carlos Isagani Zarate and Eufemia Cullamat expressed alarm over the Regional Law Enforcement Coordinating Committee (RLECC) Resolution No. 4. Zarate said this could lead to an unprecedented number of killings and illegal arrests against critics of the Duterte administration. This is patently unconstitutional because they want everybody to stop being critical and to think for themselves as well as point out the shortcomings of the government, Zarate said in a statement.
