According to Catbalogan Police Chief, Lt Col. Francisco Sumpo Jr., suspect Lucio Abarcar, who was tagged by both the Philippine Drug Enforcement Agency (PDEA) and the Philippine National Police (PNP) as a high-value individual in Eastern Visayas, was killed after he chose to shoot it out with authorities in a drug stint conducted on Friday night in Barangay 2, Salug, in Catbalogan City.
The drug sting, which was conducted with the cooperation of the Regional Drug Enforcement Unit 8, the Provincial Drug Enforcement Unit of Samar Police Provincial Office, and the City Drug Enforcement Team, also resulted in the recovery of three sachets of shabu, which was procured by an undercover agent for P25,000.

99th Baguio Day Anniversary Issue NBI takes over Harjan Lagman kidnap-slay case investigation

The National Bureau of Investigation is now handling the investigation of the kidnapping and murder of a Baguio City resident which implicated two personnel of the Regional Drug Enforcement Unit of the Police Regional Office-Cordillera. The Baguio City Police Office, which conducted the initial inquiry, inhibited itself from the case to pave the way for impartial investigation.

+ December 19, 2020 THE Baguio City Police Office is set to file a case against two police officers of the defunct Regional Drug Enforcement Unit (RDEU), following the alleged kidnap-slay of an individual whose headless body was found in Tublay in November.
Although police have yet to reveal the identity of the two police officers amid pressures from netizens, Police Regional Office–Cordillera (PRO-COR) Regional Director R’win Pagkalinawan said they do not condone nor tolerate any wrongdoing of any police officer.
Pagkalinawan said despite this incident, PRO-COR policemen and women remain committed to delivering the best public service to the people of the Cordilleras and steadfast in their pledge of being the protectors of citizens.

BAGUIO CITY – Two police officers are now under the custody of Police Regional Office-Cordillera (PROCOR) after they were tagged in the abduction and slay of a man, whose decapitated remains were found last November 12.
In the official statement released to the media by PROCOR Director Police Brig. Gen. R’win Pagkalinawan, he said that he was “saddened and shocked that a crime this brutal was committed by members of our Police Force”.
The decapitated remains of Harjan Payco Lagman, 25, and a resident of Barangay Irisan, Baguio City, were discovered last November 12 in Sitio Golon, Barangay Ambassador in Tublay, Benguet.
