VICTIMS of the late-year lethal storms that came through this country are still picking up the pieces. Literally and metaphorically, they have to rebuild their homes and their lives. Christmas is here, but it is not quite present in the normal way with them in their season of calamity.
Let me give you a report on Baras, Catanduanes, which was directly hit by Typhoon “Rolly” (international name: “Goni”) and then brushed by Typhoon “Ulysses.”
The Baras I know is an abaca-weaving community in the island of Catanduanes where fashion designer and HABI member (HABI: The Philippine Textile Council) Dita Sandico has been working with for some years now. They make beautiful bags and dress wraps of lovely colors of woven abaca, world-renowned fiber known as Manila hemp. They have abaca farms and also gather them from the wild. The typhoons left devastating damage to homes, public and private buildings and the people of Baras.

THE national government’s budget deficit climbed to P128.3 billion in November 2020 as public spending rebounded during the month, the Bureau of Treasury (BTr) said on Wednesday.
Data from the Treasury bureau showed that the shortfall was more than twice last year’s P60.9-billion budget gap, resulting in a cumulative budget deficit of P1.069 trillion, higher than the P409.1 billion recorded for the January-November 2019 period.
The year-to-date deficit, however, only made up 59 percent of the P1.815-trillion revised full-year program, it said.
Revenues slid by 19.35 percent or P59.0 billion to P245.8 billion year-over-year. Of the total, 96 percent or P235.9 billion was raised through taxes, while the remaining 4 percent or P9.9 billion was generated from non-tax collections.

The Duterte administration’s budget deficit breached the P1 trillion mark in November due to higher spending and lower revenues amid the coronavirus-induced economic recession, data from the Bureau of the Treasury revealed.
The national government incurred a P1.069 trillion fiscal gap in January to November this year, way more than double compared with only P409.1 billion in the same period last year, the treasury reported.
The 11-month deficit, however, only made up 59 percent of the P1.815 trillion revised full-year program set by President Duterte’s economic managers.
In November alone, the government’s budget deficit hit P128.3 billion, double the P60.9 billion incurred in the previous year.
