ULLIN, Ill. (AP) The U.S. Department of Homeland Security inspector general’s office detailed several violations at a southern Illinois jail that houses Immigration and Customs Enforcement detainees, according to a report released Thursday.
An inspection of the Pulaski County Jail revealed the facility didn’t consistently enforce the use of facial coverings, social distancing and other precautions that would have mitigated the spread of COVID-19. Between February 2020 and February 2021, the jail had 111 cases of COVID-19.
The Ullin facility had an average daily population of 107 detainees at the time of the inspection, with a maximum capacity of 216 inmates, according to the report. At the time of the inspection, the jail housed about 113 detainees.
Eugene C. Moore
The Pulaski County Grand Jury is set to hear a case of a local man accused of pretending to work with the Federal Bureau of Investigation in order to take a BMW.
Eugene Christian Moore, 35, of Somerset, was arrested April 23 just after 11 a.m. by Somerset Police Officer Derrick Glover on charges of Impersonating a Peace Officer and Attempted Theft By Unlawful Taking Auto between $500 and $10,000.
According to the arrest citation, Ofc. Glover responded to a call from Wellsprings in regard to a man who entered the business flashing a badge and stating he was with the FBI and needed to get a vehicle parked behind the building. Moore initially denied being at Wellsprings when the officer caught up with him on Correll Street but after another officer confirmed the report with the initial caller, Moore was Mirandized and told officers that he had presented a gold coin and told workers he was with the FBI and needed to take the BMW to Lexington.

SPRINGFIELD â An unannounced inspection by federal authorities of the Pulaski County Detention Center found that supervisors were not enforcing COVID-19 safety protocols, such as masking and social distancing requirements, for inmates being detained by U.S. Immigration and Customs Enforcement.
The jail in Pulaski County, which is in the southernmost part of Illinois and borders Kentucky, houses inmates from Pulaski and Alexander counties, as well as individuals who are arrested by ICE and face deportation.
The facility is one of three jails that ICE has contracts with in Illinois. Jails in McHenry and Jefferson counties also house ICE detainees.

A Pulaski County man, already in jail on other charges, was indicted in connection with the 2019 murder of LeeAnna Brumley. The Pulaski County Grand Jury returned an indictment charging 55-year-old Gerald Avalon Hendricks of Science Hill with murder and tampering with physical evidence. Hendricks was then served the indictment at the Pulaski County Detention Center, where he was already serving time for other unrelated charges. His bond was set at $500,000 cash and property. Police say he told Danelle N. Powell to kill Brumley or he would kill Powell and her children. Brumley was shot, hit in the head with a hatchet, then burned in May 2019.
