The Winnipeg Teachers’ Association says the Winnipeg School Division is refusing union efforts to negotiate a new collective agreement before an approaching arbitration date.
If a settlement isn’t reached soon, the union fears wages could be frozen as a result of an upcoming piece of provincial legislation.
