The Carlsbad City Council met Tuesday for a presentation on regional COVID-19 vaccination coordination. The council approved the Biotech and Beyond building as a regional point of distribution for vaccination and testing programs, coordinated by emergency services agencies. The council heard a presentation on the city’s Clean Energy Alliance power supply product offerings and agreed to offer several options, with the ability for customers to opt out and return to San Diego Gas & Electric if they preferred. Council member Keith Blackburn was approved as mayor pro tempore. Several appointments were approved: Jengi Martinez, Michael Luna and Michael Sebahar, Parks & Recreation Commission; Geoff Gray, Carlsbad Golf Lodging Business Improvement District Advisory Board.

The Carlsbad City Council met Tuesday to discuss whether to adopt a resolution under the city’s emergency powers for more enforcement of public health orders, including administrative citations and fines. The council agreed, 4-1, to bring back an item at a future meeting to discuss a way to address compliance, including incentives and excluding businesses not complying with the law from the city’s pandemic assistance programs.

The Oceanside City Council met in closed session at 3:30 p.m. Wednesday to discuss labor negotiations, property negotiations and litigation. In open session, the council approved a grant program for small businesses affected by COVID-19 using up to $750,000 and making grants of up to $7,500. The Carlsbad City Council met Tuesday and gave final approval, 4-1, to its hotel employee recall rights ordinance. Reports were presented on the city’s 2019-20 annual financial audit results and on upcoming municipal service reviews by the Local Agency Formation Commission (LAFCO) of the city of Carlsbad and Carlsbad Municipal Water District. The Del Mar City Council met in closed session Monday to discuss litigation. In open session, the council discussed its 6th Cycle Housing Element and the penalties involved for not fulfilling its obligations, which could include reduced state funding, increased legal costs and financial penalties, and less local control over development. Planning Department staff also answered questions submitted by the community about various housing sites and alternatives.
Oceanside
Oceanside elementary schools will close their campuses starting Monday, and return to virtual learning, the Oceanside Unified School District board voted Thursday.
The district also announced that it will delay plans for reopening secondary schools in person until San Diego County returns to the red tier of COVID-19 restrictions.
“These decisions were made to provide consistency moving forward, and as a precautionary measure in an effort to support our region as we work together to slow the rapid rise of COVID-19 cases,” the district stated in a message Thursday.
The county is currently in the most restrictive purple tier, which indicates widespread transmission of the virus, and is also under state-mandated closure orders aimed at preserving hospital capacity.
