House Majority Leader Ryan Winkler says by the state regulating the sale of marijuana, it could cut down on users unknowingly getting a product that could be laced with another substance.
“Our priorities are to end the black market for cannabis and move to a safe, regulated marketplace where consumers know what they’re getting. [And] To allow Minnesotans the freedom to make their own decisions on a product that has some challenges, but is relatively safe, especially compared to other products.”

ST PAUL, Minn DFL legislators say it s high time to legalize recreational marijuana in Minnesota, especially now that more of those products will be flowing here from a bordering state.
On Monday, they revived their bill that would set up the regulatory framework for the drug in this state, including expungement provisions for those who were previously prosecuted for possession. Cannabis got almost as many votes in South Dakota as Donald Trump did, DFL House Majority Leader Ryan Winkler of Golden Valley told reporters. This is a bipartisan issue that requires serious work in the Minnesota House and Minnesota Senate.

Democrats in Minnesota again introduced a bill Monday that would legalize recreational marijuana.
Minnesota House Majority Leader Ryan Winkler, DFL-Golden Valley, and other DFLers reintroduced a proposal to legalize cannabis for recreational use, which they say would help address criminal justice inequities and let police focus on more serious issues. (They introduced similar legislation in May 2020.)
