DoNER funds infrastructure projects in the north-eastern region. After successful execution of the projects, the nodal departments of the States concerned submit utilization certificates to the DoNER. In Assam the nodal department for DoNER projects is Transformation and Development (T&D) which was earlier known as P&D (Planning and Development). However, the T&D department doesn t execute the DoNER-funded projects itself. Departments like PWD (Public Welfare Department), Power Department, Health and Family Welfare Department etc
