New laws take effect on Jan 1

Still, the laws that took effect may mean some big changes. Police will now have to undergo regular behavioral health assessments in order to stay on the force. The requirement was part of a sweeping police reform bill the legislature passed over the summer. Starting Friday, police will need to get behavioral health checks every five years. The hope is to identify when officers might need counseling. We have officers who are out there engaging with the public and we want them to be in optimal health that they can be in, not just physically, but mentally as well, said Sen. Gary Winfield, Judiciary Committee co-chairman.

Organization urges residents to apply for fuel assistance

December 29, 2020 157 HARTFORD More people are having difficulty paying their fuel bills during the pandemic, according to Operation Fuel, which has urged state residents to apply for financial assistance. The organization, which provides help with electricity, water, natural gas, oil, and other energy bills to residents across the state, said it has seen a 20% increase in requests for help with those costs. “Even though utility shutoff protections are in place for now, the unpaid bills continue to stack up and these high balances aren’t going away,” said Brenda Watson, executive director of Operation Fuel. A shutoff moratorium instituted early in the COVID-19 pandemic ended in October, according to the state Public Utilities Regulatory Authority. PURA urged energy customers to ask their utility companies if they qualify for hardship status, which would extend the moratorium to May 1 for those eligible.

Connecticut power plant proposal at odds with climate goals, critics say

Opponents of the planned Killingly Energy Center want Gov. Ned Lamont to intervene to block the 650-megawatt project.  As Connecticut Gov. Ned Lamont’s climate council finalizes recommendations for how the state can meet its greenhouse gas reduction goals, state agencies are simultaneously overseeing final approvals for a new natural gas-fired power plant. Opponents of the project say the two processes are working at cross-purposes, and it’s time the Lamont administration resolved the conflict.  Environmental activists joined with a few state lawmakers Tuesday to repeat their demands that the administration find a way to stop the 650-megawatt facility, called the Killingly Energy Center.
