The toddler was among three people wounded in the shooting in Newark last Thursday night.
It happened just after 11 p.m. on Cabinet Street, where police say the victims were sitting inside a car when they were targeted by a single male shooter outside the vehicle.
The two other victims are adults, described only as a man and a woman.
The child is in critical condition, while the adults are listed as stable.
Police have not said what led up to the violence, and it is unclear what relationship the victims have to each other.
Newark Police Division s Crime Stoppers Program is offering a reward of up to $5,000 for information leading to the arrest and prosecution of the person or persons responsible.
Authorities are seeking a Newark woman last seen in late December 2020.
Tyshareen D. Budale, 27, was reported missing on Jan. 23, but had last been seen on Dec. 26, 2020 on the 400 block of South 15th Street, Public Safety Director Anthony F. Ambrose said.
Budale is described as 5’4” tall and 180 pounds with a medium brown complexion, brown eyes and a heart tattoo on her chest.
She also wears different colored wigs and also goes by “Dymo” or “Musha.

Detectives allegedly observed Barraza unlocking a gate at the location for patrons to enter and exit. Once they entered, police allegedly observed around 50 people inside the establishment drinking alcohol, playing cards and using gambling machines.
According to Newark officials, Pereira was seen serving as bartender at a fully stocked bar with a variety of beers and liquors. Meanwhile, DaSilva, the manager, was allegedly unable to furnish the appropriate paperwork for selling alcohol.
The three men were arrested and police subsequently confiscating $6,829 in proceeds from the alleged illegal sale of alcohol, cash from the gambling machines, along with 403 bottles of various beer, wine and liquor.

More than a dozen firearms were recovered in a series of gun arrests in Newark since last week, authorities said.
The firearms were recovered in the city’s dozen gun arrests between Dec. 6 and Dec. 12, Public Safety Director Anthony F. Ambrose said in a release.
In addition to being charged with unlawful possession of a weapon, many suspects face other charges, including robbery and kidnapping, authorities said.
