TAGUIG CITY, May 9 A total of 480 micro, small and medium enterprises (MSMEs) have gained expert insights on global intellectual property (IP) protection from the IP Office of the Philippines’ (IPOPHL) recent webinars on the Madrid System and the Patent Cooperation Treaty (PCT), enabling them to develop strategies that will ensure their competitiveness when expanding globally.
The Madrid System and the PCT are international application systems, respectively for trademarks and patents, that allow for a single filing for registration and grant in multiple countries that are contracting parties to the systems.
The webinars, jointly organized with the World Intellectual Property Organization (WIPO), have reached a combined viewing of 2,500 on Facebook as of writing.

Intellectual Property Office of the Philippines (IPOPHL) Director General Rowel S. Barba said strong enforcement measures, especially on the alleged use of unlicensed software in government agencies, have kept the Philippines out of the United States’ watch list for the 8th straight year.
“We welcome the country’s continued exclusion from the US Trade Representative’s (USTR) Special 301 Report, an achievement since 2014 that helps promote the Philippines as a vibrant investment place for US and other foreign businesses,” said Barba in reference to the USTR favorable results in the 2021 Special 301 Watch List, which identifies countries that violate intellectual property rights.

The Intellectual Property Office of the Philippines (IPOPHL) vowed to institute new programs and activities and policies to fight online counterfeiting to further strengthen intellectual property rights protection in the country following positive results that kept the Philippines away for the 8th consecutive year from the Special 301 Watch List of the US Trade Representative (USTR).
“It’s our 8th straight year out of the watch list. This shows Philippines has really progressed a lot,” said IPOPHL Director General Teodoro Pascua.
On a positive note, the USTR considered the Philippines’ anti-camcording law as example and best practice. Pascua also noted that traditional cinemas where illegal camcording are mostly done have remained closed since last year and not many theaters are likely to reopen soon. Also, he said, Netflix and streaming are viable replacement for movies.

The Philippines, through the Permanent Representative to Geneva Ambassador Evan Garcia deposited on April 28, 2021 its Instrument of Accession to the Beijing Treaty on Audiovisual Performances (BTAP). Ambassador Garcia personally handed the instrument of accession to World Intellectual Property Organization (WIPO) Director General Darren Tang at WIPO Headquarters.
“With the accession of the Philippines to the Beijing Treaty on Audiovisual Performances, the Philippines guarantees the expansion of the protection given to its musicians, singers, actors, and performers, providing them a uniform and effective umbrella of protection critical in an ever-shifting world,” Ambassador Garcia said in his statement.
