The closures don’t impact other services provided by these centres.
The occupancy rate at the closing facilities in 2019-20 ranged from 2% to 52% with an average of 20%.
“There were five facilities that had zero youth for a majority of the year and there were 13 facilities that had an average of only one youth for a majority of the year,” the source said. “Hundreds of chronically-empty beds across the system are costing more than $3 million a month.”
In a 2014 report, Ontario’s auditor general reviewed Youth Justice Services provided to young people, ages 12-17, who had been charged by the courts or found guilty.

Ontario is closing 26 youth justice facilities a cost-saving measure following multiple auditor general reports highlighting the large number of empty open and secure custody beds.
“By increasing utilization at our remaining facilities we will be able to improve the services we offer youth while saving more than $39.9 million annually, so that’s funding we know can be better utilized to support people including through COVID-19 recovery programs as well,” a government source told the
