Russian President Vladimir Putin on Tuesday congratulated President-elect Joseph R. Biden on his White House victory, becoming one of the last major world leaders to formally recognize the looming transfer of power in the U.S.
In a letter to Mr. Biden, Mr. Putin said that he believes the U.S. and Russia not only can work together but also share a “special responsibility” for global security an apparent nod to both nations’ massive nuclear arsenals. Relations between Washington and Moscow remain icy, and Mr. Putin’s message comes amid speculation that Russia was seeking to undermine the incoming Biden administration by refusing to officially acknowledge it on the world stage.
President Trump said on Monday that attorney-general William P. Barr would depart next week, ending a tenure marked by Barr’s willingness to advance the President’s political agenda and by criticism that he eroded the post-Watergate independence of the justice department.
Barr had in recent weeks fallen out of favour with the President after admitting that the department had found no widespread voter fraud.
Tensions between them escalated this past weekend when Trump accused his attorney-general of disloyalty for not publicly disclosing the department’s investigation into President-elect Joseph R. Biden Jr’s son Hunter Biden during the campaign.

Relatives of Paul Whelan, a former U.S. Marine jailed in Russia, reacted optimistically to President-elect Joseph R. Biden being congratulated Tuesday by his future counterpart in the Kremlin.
Two weeks until the second anniversary of Mr. Whelan’s arrest in Moscow, his sibling said their family was hopeful for his release after hearing Russian President Vladimir Putin congratulated Mr. Biden.
“President Putin’s call for cooperation based on equality and mutual respect gives us hope,” Mr. Whelan’s twin brother David said in the statement.
