Rochester City Council to take a step back on a program designed to make way for an official review of proposed changes to the former Olmsted County Bank and Trust building.
When the council voted 4-3 earlier this month to approve a pilot program to bypass the need for completed design plans, council member Kelly Rae Kirkpatrick injected a requirement for the city’s Heritage Preservation Commission to help the developer find a plan that maintains the building s eligibility for the National Register of Historic Places.

Maintaining current reduced services would require a 3.9% property tax levy increase, which could hold many tax bills relatively flat due to a projected 4.5% increase in property value throughout the city.
The tax levy projections were created before the city was told it would be receiving $17.5 million in federal funds through the American Rescue Plan Act. The first half of the funds are expected in May, with the rest distributed in 2022.
Specific authorized uses for the federal funds have not been released, but Zelms told the council it’s likely the only resource the city will have to stabilize its budget following a period that has seen reduced revenue on several fronts, including a 46% reduction in lodging taxes.

A requested Northeast Rochester zoning change for a planned 66-apartment complex was approved Monday.
The Rochester City Council split 5-2 to approve a change that would allow the construction of the apartment complex on a vacant 2.5-acre property that sits behind the Kwik Trip at the intersection of East Circle Drive and 26th Street Northeast, as well as north of an existing strip mall.

Calls for the dismissal of Rochester Park Board President Linnea Archer in reaction to comments about the American flag were rejected Monday.
“Ms. Archer should immediately resign her position,” Rochester resident Brad Trahan told the
Rochester City Council during its open comment period. “Her comments are outlandish.”
During the roundtable comments held at the end of the April Park Board meeting, Archer said adding a second flag to Soldiers Field Park might not sit well with some residents.
