(Widseth Smith Nolting) A veto by Mayor Rochester City Council to take a step back on a program designed to make way for an official review of proposed changes to the former Olmsted County Bank and Trust building. When the council voted 4-3 earlier this month to approve a pilot program to bypass the need for completed design plans, council member Kelly Rae Kirkpatrick injected a requirement for the city’s Heritage Preservation Commission to help the developer find a plan that maintains the building s eligibility for the National Register of Historic Places.
