Amnesty office denies FG’s seizure of N26B PAP fund

The Amnesty office has denied the report that the Federal Government seized N26 billion belonging to the Presidential Amnesty Programme, clarifying that the money was mopped up on December 31, 2020 as part of the government’s financial process.
PAP office said it was expecting FG to roll over the unspent N26bn balance of its 2020 budget to enable it quickly meet up with its outstanding obligations.
The Interim Administrator, Presidential Amnesty Programme (PAP), Col. Milland Dixon Dikio (retd) spoke in reaction to the report that the Niger Delta region was unsettled following the decision of the government to seize the programme’s N26bn under the guise of unspent budgetary provisions.

The Presidential Amnesty Programme (PAP) on Friday said it returned unspent N26 billion to the national treasury in compliance with extant financial regulations.
Nneotaobase Egbe, a media aide to interim administrator of the programme, disclosed this in a statement on Friday.
He dismissed reports that PAP was targeted at in the return of unspent funds.
According to him, the Treasury Single Account (TSA), which was developed to check corruption in government ministries, departments and agencies, applies across board and is not restricted to PAP.
Mr Egbe said PAP’s last quarter allocations came a few days to the terminal date for the 2020 fiscal year, adding that PAP was only able to disburse part of it while the payment portal shut unspent N26 billion.

The Nigerian Maritime Administration and Safety Agency (NIMASA) has promised to work in partnership with the Presidential Amnesty Programme (PAP) in the fight against piracy and other crimes in the country’s maritime domain.
Director-General of NIMASA, Dr. Bashir Jamoh, disclosed this during a working visit to the interim Sole Administrator of PAP, Col. Milland Dixon Dikio (rtd.) in Abuja.
Jamoh, underscored the importance of collaboration among relevant agencies and communities in the quest for maritime security.
According to him, “We should be working together in partnership to help us appreciate and evaluate the challenges from our various perspectives and collectively come up with solutions that would work for all of us, and the country at large.

The book titled: “Regulating the Marine Environment of Africa for Sustainable Blue Economy – the Nigeria Scenario,” will be presented by Hon. Minister of State for Environment, Hon. Sharon Ikeazor at Federal Palace Hotel, Lagos, on Friday 29 January 2021 by 12noon.
During her 34 years of public service, Dr. Mogo served in various capacities in agencies, ministries, and various international avenues contributing to the protection of Nigeria’s environment and giving the country recognition on the international level.
