There are certain laws and regulations that are steeped in good intentions. They have the best interests of the public at large. However, sometimes, the best intentions are lost in the details or implementation.
In the mobility field, for example, there are a number of these well-meaning public service laws that got mired in public controversy and dismay. The first is the implementation of the required child seat.
Republic Act 11229, known as the Child Car Seat Law, mandates the use of child restraint systems (CRS) among children 12 years old and below, with a height of 4 feet 11 inches and below. It was signed into law by President Duterte on February 22, 2019 and was supposed to take full effect last February 2, 2021. Due to a public outcry as a result of the prevailing economic difficulties, the President deferred the implementation of the law.
Private inspection centers seek revision of vehicle checking program
VEHICLE inspection center owners are proposing a revised private motor vehicle inspection program to President Rodrigo R. Duterte, as daily inspections have drastically declined from 100 to five. “Even with the price drop, there has been a drastic decline in the number of clients undergoing inspection in our centers,” the Vehicle Inspection Centers Owners Association of the Philippines said in a petition letter to the President published on Wednesday. “From doing 100 inspections a day, our centers are currently conducting only five to 10 daily inspections,” the group added. I put forward the report of the committee on public services which on Feb. 09, 2021, conducted a hearing on the operation of Private Motor Vehicles Inspection Centers or PMVICs.
Back in 2018, the DOTr decreed that the physical inspection of vehicles, which was previously conducted by the Land Transportation Office, along with an additional battery of tests, 73 in total, shall now be conducted by Private Motor Vehicle Inspection Centers which it will accredit outside the usual modes of procurement.
As mentioned in the report, the main objective of the committee hearing was to shed light on the issues currently hounding the operation of PMVICs.
