Mizoram Governor P.S. Sreedharan Pillai on Tuesday said that the state government has accorded the highest priority to achieving self-sufficiency, especially in food grains. Addressing the assembly on the first day of the budget session, Pillai said that Mizoram has seen steady progress in the implementation of centrally sponsored schemes and the states flagship programme - Socio-Economic Development Policy (SEDP). He said that oil palm cultivation area has increased to 26,531 hectare, a rise of 2.34 per cent, by the end of 2020. The governor said that under the Mission Organic Value Chain Development for North East Region, a Central Sector Scheme, Mizoram has covered 13,000 hectare of land involving 14,104 farmers.
‘No harm in altering conventions’ With Deputy Chief Minister O. Panneerselvam set to present an interim budget in the Assembly on Tuesday, the question being debated in government and political circles is whether he will announce a scheme, following the example set by the Centre two years ago.
Deviating from the convention of refraining from launching schemes at the presentation of an interim Budget, the BJP-led government at the Centre, in Februrary 2019, unveiled the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN), which was meant to provide farmers up to ₹6,000 a year as minimum income support.
‘Rules more sacrosanct’ S. Semmalai, a veteran legislator from the ruling party, sees no harm in taking the path shown by the Centre.

Possibility of diverting credit for non-agricultural purposes exists: RBI The State government’s scheme for waiver of crop loans extended by cooperative societies has triggered a debate on the efficacy of such credit.
This assumes relevance as the Reserve Bank of India, in a study during 2019, hinted that Tamil Nadu was among those States where the possibility of diversion of credit for non-agricultural purposes existed. The bank made the assessment, using the data for 2015-2017 which revealed that in Tamil Nadu, the ratio of total agricultural credit outstanding in relation to its agricultural gross domestic product (GDP) was about 170% -180% . Again, using the data for 2014-16, the bank concluded that Tamil Nadu got the credit four times the value of input cost requirement.
