New Delhi: In the context of the ensuing budget presentation on February 1, the size of fiscal deficit, apart from other indicators, will be keenly watched and commented upon by public finance experts. Fiscal deficit, a somewhat technical term, needs to be understood unambiguously to grasp its significance in the annual budgetary exercise.
Fiscal deficit, an internationally used concept, shows the excess of all expenditure, both revenue and capital, over revenue receipts plus non-debt capital receipts. Thus, Fiscal deficit = Total expenditure – (Revenue receipts + Non-debt capital receipts).
