Hadley Town Meeting will decide on river campsites, levee study, budget

HADLEY Formalizing a process to give landowners the right to have multiple campsites along the Connecticut River, and continuing a study to protect Hadley center from possible floods, will be decided by voters at annual Town Meeting Saturday.
The 28-article warrant, including an $18.06 million omnibus budget, begins Saturday at 1 p.m. in the playing fields next to Hopkins Academy.
The Planning Board-sponsored article related to dealing with the recreational vehicles along the river revises the existing 1987 flood overlay district bylaw, instituting a fee of $100 per camper every three years, allowing multiple RVs on a site, and mandating that each site have at least 2,500 square feet of land and a minimum of 25 feet between campers.

HADLEY An $18.06 million municipal operating budget that would raise property taxes by about $150 a year for the typical homeowner will be brought to annual Town Meeting later this month.
A year after town officials developed a budget in the midst of the pandemic that kept property taxes flat, the Select Board at its May 5 meeting voted 3-2 to endorse a fiscal year 2022 spending plan for the May 22 annual Town Meeting that is about $300,000 less than an $18.3 million proposal from Town Administrator Carolyn Brennan.
The budget is $386,084, or 2.2% higher, than this year’s $17.67 million budget and preserves level services for the town and schools, and meets contracted salary adjustments. HADLEY A proposal to create a small local historic district encompassing town and nonresidential buildings in Hadley center will not move forward until decisions are made on the future of the Russell School building.
Even though Select Board members appeared supportive of the Historical Commission’s idea of establishing a district that would provide better protection for the historic appearance of buildings, and possible grant money for improvements, they voted 5-0 to put on hold initiating the process out of concern for moving too rapidly and jeopardizing potential projects for rehabilitating the historic school building.
