The Action Plan was first published in May 2020 and contains 38 actions which will improve mental health services going forward. Grace Gatera grew up in Uganda after leaving her birth country of Rwanda because of ethnic genocide. Violence was a constant for her. She developed PTSD as a child, as well as other mental conditions. But her mental ailments were not acknowledged or treated. Even at school, when she would become agitated, she was beaten and accused of faking her emotional distress.
