Texas House Passes Bill to Abolish Concealed Permit Requirement 16 Apr 2021 The Texas House passed legislation Thursday to abolish the state’s requirement that law-abiding citizens acquire a permit from the state before exercising their right to bear arms. CBS DFW reported that the House passed the legislation, House Bill 1927, on a vote of 84 to 56. HB 1927 is sponsored by State Rep. Matt Schaefer (R-Tyler), who listened as State Rep. Joe Moody (D-El Paso) suggested that a permitless approach helps criminals. Schaefer responded, “Criminals don’t care about our gun laws and so they have an advantage over the vulnerable.” The Texas Tribune noted that Schaefer suggested the permit requirement creates a situation where self-defense can be cost prohibitive. The state’s FOID card has been around since the 1960s. Illinois is the only state in the region that requires residents to possess a state-issued FOID card. Several years ago, the state was mandated by the courts to create a process for people to legally carry firearms and lawmakers approved a Concealed Carry License. But, for more than a year there have been backlogs in applications being processed in the tens of thousands. Even state Rep. La Shawn K. Ford, D-Chicago, gets calls about the backlogs.

Signed as Law: Wyoming Expands Constitutional Carry CHEYENNE, Wyo. (April 12, 2021) – Last week, Wyoming Gov. Mark Gordon signed a bill into law that expands “constitutional carry” in the state, further fostering an environment hostile to federal gun control. Rep. Bob Wharff (R) and a coalition of 22 Republicans introduced House Bill 116 (HB116) on March 3. Under the old law, Wyoming residents could carry a concealed firearm without a permit. HB116 expands permitless carry by removing the residency requirement and allowing any person legally allowed to possess a firearm to carry it concealed in the state. On April 1, the Senate passed HB116 by a 27-3 vote. The House previously approved the measure 56-4. With Gordon’s signature on April 6, the law goes into effect July 1.
