The number of major criminal and civil trials has dropped during the pandemic.
The Multnomah County District Attorney s Office announced the conviction of two teenagers on weapons charges in early December. Both were charged in connection with a May 2019 shooting that sent bullets into homes, businesses and vehicles. Both defendants were convicted of unlawful use of a firearm, a Class C felony punishable by up to five years in prison.
Although the number of shootings in Portland is on track to double this year, the DA s office said this was only the third felony trial to be held in the county since March and the only one involving a shooting.

PORTLAND, Ore. (CN) As Oregon lawmakers mull an extension of the state moratorium on evictions caused by the Covid-19 pandemic, numbers show that current moratoriums haven’t done much to slow the numbers of Portland families tossed out of their homes.
Ryan Pauley was confused when his landlord tracked him down at a basketball court and handed him a three-day notice to vacate his home in northeast Portland’s Cully neighborhood.
Pauley was laid off in March, when the doggie daycare he worked for downsized because people started staying home and keeping their dogs with them. Four months later, he had exhausted his savings. In July, he couldn’t pay his $1,650 monthly rent. He was counting on state and county moratoriums prohibiting evictions where tenants can’t pay rent because of a pandemic-related income loss.

PORTLAND, OR – U.S. Immigration and Customs Enforcement (ICE) officers removed a Guatemalan national Thursday, who was convicted of a 1985 murder in Oregon.
On Dec. 13, 1985, the Portland Police Bureau arrested Luis Lopez Carrasco, 56, for murder and other local charges.
Lopez-Carrasco was previously removed in 1984 after an immigration judge issued him a final order of removal. He illegally re-entered the U.S. and in May 1985 was convicted in Texas for aggravated robbery and sentenced to 10 years’ confinement with the Texas Department of Corrections. It was while he was serving this sentence that Texas authorities facilitated his extradition to Oregon to face additional charges in Multnomah County, Oregon.

The Multnomah County Circuit Court has rejected a motion to stay the civil lawsuit against former West Linn doctor David Farley.
Farley s lawyers asked for the stay or a two-year delay in proceedings of the lawsuit while criminal investigations into alleged sex abuse by Farley took place. According to court records, Farley s attorneys requested the stay because Farley will be required to invoke his constitutional right against self-incrimination because the same conduct is at issue in this civil case.
