Investigators, however, reviewed surveillance video that showed he fired the shots “after the vehicle passed him and no longer presented an immediate threat that would have justified the use of deadly force” which resulted in the deaths of Dominique Williams and James Lionel Johnson.
Chief DeVaul said although police confirmed the men had been breaking into cars, Mr. Dixon acted outside his jurisdiction. He was not in uniform and “had no lawful or justifiable reason to shoot and kill Mr. Williams and Mr. Johnson.”
“Mr. Dixon was acting as a citizen when he approached these individuals, so we want our citizens to be our eyes and ears, but to call us to be good witnesses not intercede themselves,” Chief DeVaul said.

An off-duty Pentagon police officer who shot and killed two people he believed were stealing a car has been charged with second-degree murder, police announced Friday.
David Hall Dixon was taken into custody by Takoma Park police in Maryland on Friday after he fatally shot two men as they were driving away after an encounter on Wednesday.
Dixon initially said that he believed the victims were breaking into a car, and said he opened fire after three men involved in the incident nearly ran him over. But investigations by Takoma Park police later found that the off-duty officer unlawfully opened fire after danger had passed.

Police Arrest Suspect Involved In Hit And Run Crash And Pursuit Involving Virginia State Police

(Rockville, MD) Suspect involved in a hit and run crash while crossing in to Maryland during a police pursuit involving the Virginia State Police has been arrested and charged.
The accused is identified as Shaquille N. Scott, 23, of Washington, D.C. Scott is charged with multiple firearms violations, motor vehicle theft, malicious destruction of property, and numerous traffic charges. Scott is currently being held at the Montgomery County Detention Center.
Three vehicles were involved in the hit and run crash: a KIA SUV, a Dodge pickup truck and a Virginia State Police patrol car. The Virginia State trooper was uninjured in the crash.
