Does the Normandy Group on the Russia-Ukraine Conflict Have a Future? The Minsk Contact Group operates at a level roughly equivalent to the ambassadorial, below the head of state/head of government or ministerial levels of the Normandy format. In the established modus operandi, from 2014 onward, the Normandy forum (Ukraine, Russia, Germany, France) provided guidelines for actions in the Minsk Group and held the latter accountable for implementation.
