“We should not let Mr. Zelenskyy and his team off the hook, but let them twist [wriggle, squirm] there,” Russian Foreign Minister Sergei Lavrov recently told reporters (RIA Novosti, April 28). This is Lavrov’s own style of signaling to Ukraine that Russia holds the commanding position to set the agenda of President Volodymyr Zelenskyy’s ardently sought meeting with his Kremlin counterpart, President Vladimir Putin.

Russia is downscaling its buildup of military forces in Ukraine’s vicinity after three weeks of an elaborate war scare. The Russian pullback under way since April 22, however, is neither complete nor irreversible: a repeat buildup of forces around Ukraine is anticipated for September with Russia’s Zapad-21 military exercises. The Russian demonstration of force (and its expected recurrence) has achieved its intended political effect: highlighting the imbalance of power and imbalance of resolve between Russia and the West in this theater and the wider region.
Zelenskyy Seeks a Summit With Putin Again

Following United States President Joseph Biden’s example, Ukrainian President Volodymyr Zelenskyy has also blinked to the Kremlin. The US president solicited a meeting with Russian President Vladimir Putin on April 13, and Zelenskyy followed suit on April 20. Both Biden and Zelenskyy believe that they need Russia’s cooperation in order to at least mitigate the challenges and threats they respectively confront: the United States globally, Ukraine vis-à-vis Russia.
The Kremlin has, since early April, deployed overwhelming military forces around Ukraine, with high publicity and dire rhetorical threats. The likely goals are political: a) extort major Ukrainian concessions in the Minsk negotiation process; b) goad Germany and France to pressure Ukraine into such concessions via the Normandy process; and c) cause
