It is understood the government will announce on Friday how it plans to roll out the rural subsidy amid industry concerns it is moving too slow.
The so-called Project Gigabit plan will detail how the money will be distributed across the country - with Northern areas among a number of locations being targeted.
A call for evidence will also form a key plank of the announcement in an attempt to understand the needs of rural communities and businesses, including those in the areas hardest to reach.

Broadband providers have lashed out at the communications watchdog over data sharing proposals that could force them to cede more power to Silicon Valley tech giants.
Ofcom faces a backlash over its Open Communications scheme, which is designed to help customers switch providers and boost innovation by making providers share data with third parties.
The draft rules are aimed at helping customers secure better prices. However, Ofcom hopes new services can be built on access to previously private data on web and mobile phone usage.

Imagination Technologies has lost a fourth executive in less than a year, amid an overhaul of the British chip designer s leadership team in the wake of a bitter boardroom row.
Woz Ahmed has stepped down from his role as Imagination s chief strategy officer and chief of staff, saying in a post on LinkedIn that he had decided that now is a good time to leave .
His departure comes amid a slew of executive changes at the company, starting last April when boss Ron Black left the company in the wake of claims its Beijing backers were plotting to appoint representatives to its board.

Flutter Entertainment may float a “small shareholding” in the American fantasy sports and online betting firm after spending $4.5bn (£3.2bn) last December increasing its stake from 57.8pc to 95pc.
The Paddy Power and Betfair owner revealed the intent in response to a CNBC report that investors were agitating for a spin-off of the American business because Flutter’s share prices trails its rival DraftKings.
Such a move comes as UK gambling firms capitalise on the boom in sports betting in America following the liberalisation of the industry across the states.
