But a power-sharing agreement between the Taliban and the Afghan government, a key benchmark for the success of the peace process, is nowhere in sight. Many Afghans officials and international observers remain deeply skeptical of the hard-line Islamist group’s ability to fulfill its counterterrorism guarantees, which was another prerequisite for complete U.S. withdrawal.
