In addition to restarting joint air-patrol missions beginning this summer (see Part One), Belarus and Russia have agreed to establish three shared combat-training centers within the framework of the bilateral Strategic Partnership Program for 2021–2025. One of these facilities, a joint combat training center of the Air Force and Air-Defense Forces, will be located on the territory of Belarus, in Grodno region. Its main purpose will be the instruction of Su-30SM aircraft crews, the training of Belarusian specialists to operate modern anti-aircraft missile systems that are in service with the Russian Armed Forces, as well as joint execution of combat training tasks.

The news of a full U.S. withdrawal of its troops from Afghanistan by September reinvigorated Russia’s military attention to the Central Asian region. Russia maintains multifaceted military relations with the countries of the region, including under the framework of the Collective Security Treaty Organization (CSTO), a military alliance that includes Kazakhstan, Kyrgyzstan, and Tajikistan but not Uzbekistan or Turkmenistan. The recent events motivated the Russian Defense Ministry to make extra arrangements, and Defense Minister Sergei Shoigu traveled to Tajikistan and Uzbekistan to sign additional agreements to ensure its involvement should instability in Afghanistan envelope the region.
On April 27, in Tajikistan, Shoigu and his Tajik counterpart Sherali Mirzo signed an agreement to establish joint air defense systems that clearly will be directed at a potential threat from Afghanistan.
A Strategic Partnership Program is created to ensure workersâ safety throughout the construction process.

A partnership was established to promote workplace safety at the Penn State Health Lancaster Medical Center during construction between OSHA, Barton Malow and Alexander Building Construction Co.
The goal is to provide training for employers and employees on falls and fall protection, struck-by and electrocution hazards, caught-in or in between, scaffolding, crane operation, excavation and safety and hazard recognition.
According to a press release, the medical center is 41,000 square feet. It is an acute care hospital with an emergency department, specialty inpatient services and beds, an imaging lab, medical and surgical abilities and an attached medical office.
