Esopus mulls impact of Kingstonian tax break

ESOPUS, N.Y. – Town Board members are evaluating the impact that Kingstonian tax breaks could have on Esopus property owners and expect to vote on taking a position on a payment-in-lieu-of-taxes agreement and sales tax waiver request by developers. The debate is scheduled to be on the board’s 7 p.m. Jan. 5 agenda, with the board split on the value that $26.15 million in tax breaks for the $54.89 million Kingstonian mixed-use retail and residential project. “I don’t know how you could make an argument of public benefit to a project that’s going to be providing . housing (with) $2,000 rents each month,” board member Chris Farrell said. “So that’s clearly not low income.”

Esopus gets grant to fix culverts to aid to eels and herring populations

ESOPUS, N.Y. – The state has granted the town $430,200 toward $561,100 in costs for culvert repairs on Dashville Road and Hardenburg Road.  The projects were discussed during a meeting last week, with Supervisor Shannon Harris saying after the session that the town s share of project costs will be covered by the use of Highway Department equipment and crews. “These two culverts . represent both an inconvenience in terms of community flooding as well as a habitat impediment,” she said. - Advertisement - Funding will come from the state Department of Environmental Conservation’s Hudson River Estuary Program for tributary restoration and resiliency.

Esopus adopts mixed-use zone

ESOPUS, N.Y. – Town Board members have adopted a Mixed Use Overlay Zone intended to allow developers to increase the number of residential units for projects that have a commercial component. The zoning change was approved during a Town Board meeting last week, with Supervisor Shannon Harris saying after the session that the update is expected to be immediately used on a property on U.S. Route 9W across from Town Hall. “It’s mostly market-rate apartments and retail below with some public space,” she said. - Advertisement - Officials expect to get a presentation next month of a plan for 10 to 15 units on a vacant 2.2-acre parcel owned by Blue Stone Realty LLC.
